When my cutting mat starts to lose it's stick, I lightly brush my ZIG 2-Way glue pen (I prefer the jumbo felt tip, since it quickly puts down a thin layer over more area) over the surface of the mat. This glue pen can be used as either a permanent or temporary adhesive, so if you allow the glue to dry completely, it is re-positionable and *perfect* for temporarily mounting your cardstock or paper to your cutting mat. I haven't bought a new cutting mat in months!
