They are folders made of plastic, with a shape or phrase or design embossed into both sides, so that the design meshed together when the folder is closed. You put paper or other materials in them and run them through a machine such as the Big Shot, the Texture Boutique, the Cuttlebug, or the Grand Calibur (all of these are different types of non-electric machines for embossing and, in some case, die-cutting). When you open the folder after sending it through the machine, the paper inside will have taken on the pattern of the folder due to being squeezed between it.

Think of it like the seal used on a birth certificate that make a ridged design in the paper.
