Is there any difference beyond the cosmetic?

There is absolutely no difference at all.

yes there is provo craft lady told me works much smoother when we talked on the phone she used one says much easier to turn handle

Maybe she had a CB that didn't work particularly well to begin with? Provocraft has publically said there is no difference to how it works - it's just a different look.

My sister has the old version and I have the new version, and turning the handle is exactly the same. The only difference is that you don't have to attach the handle to the new version. I didn't find that cranking the new one was any smoother than the other.

You can tuck the handle in when you are storing it to save room. Other than that, I don't think there is a difference.

This was the official statement from Provocraft:

The new Cuttlebug machine is the same width and measurement, nothing has changed except for the shell has been streamlined, a bit lighter than the original, and the handle has a storage.
You will experience the same amazing embossing features.

Besides the foldable handle (which IS a storage bonus in my book)...I thought it was also suppose to weigh less (aka lightweight).

Which once again, would be another plus-plus in my book!
