I just purchased my first cricut and its the expression 2. Does anyone have any suggestions on how to create titles or the best way to create titles for scrapbooking layouts?

Well having the E2 still doesn't give you the ability to weld, so use the CCR program or a Gypsy if you have one.
Othe roption would be to buy carts that have a lot of titles, phrases or words to build with.

I cut mine several times and layer them so it gives them good dimension. Kind of a pain, but worth it to me.

If you don't have a Gypsy, you really should try out CCR, you can make all the titles you want there. Good luck.
