Can anyone tell me what adhesive would be best for applying fabric to paper?

Depends on exactly how much fabric?
Are you just adding a small embellishment? Then I would use a glue dot....
If you are adding a large piece of fabric, then I would use a spray adhesive....

I use Fabri-Tac to glue ribbon and fabric on almost anything.

I use heat and bond. iron it on the fabric., then iron it on the paper.... always smooth and it makes the fabric slightly stiff.

The hat in on the card in my avatar is fabric with heat bond on it iron on to the card.

I like 3 in 1 by beacon it's great since it's a drier glue and will hold anything.

I have used Heat n Bond to cut Fabric with my cricut I don't know I never thought to just iron it on my layout. Great tip and one that I will use!
