I can't keep them together. What adhesive should I be using that is safe for scrapbooking?

Not sure exactly what you man by rosettes. I'm thinking of the fabric kind. Whenever I glue down embelishments where the bottoms are uneven, and whenever I glue florals, I use glue ots. So much easier than regular glue because you don't have to wait for it to dry, but it works for uneven surfaces in ways that tape can't.

for paper, I use glossy accents or hot glue gun. For fabric, Fabri-Tac.

Scotch quick dry adhesive works well. Regular glue sticks are not acid free from what I remember
