I'm looking for an app or software for my Laptop that will let me adjust picture size. Not to crop but to take a standard pic and reformat it to print like 3 x 3 or 2 x 4.
Anyone have any suggestions?

For Windows or Mac? And for home printing or online/store printing?

My home printer comes with its own software which does pretty much that. Obviously if you start with a 2:3 ratio photo (6"x4" photo), and you print a square, then there will either be cropping or distortion.

Photoshop Elements also has a function to print different sizes.

If you're taking a flash drive to the store to print, then it's the photo's ratio that you need to save rather than the size.

It's windows for home printing. My printer doesn't have many options for downsizing a photo.

I'll check out Photoshop Elements.

I download Epson Easy Photo Print and am able to use it with printers other than Epson. You have to manually adjust printer settings (for borderless, etc.) but you can adjust the size of the print without cropping

I use a site called ribbet.com. It's free (as of this post) and you can resize, plus lots of other edits. It's totally web-based so no software needed.
