Big heads sounds like a good name to me, lol! I do see the face...it kinda reminds me of an Egyptian pharaoh. :)

I have no idea what it's called or when they installed it near the downtown bike trail but I spotted it last night and found it interesting. No idea what it's supposed to represent either.
