This is Party Time Piper from Claudia & Co., and she's colored with Copics. After I colored her, I fussy-cut her out, but as I was laying out the card I decided to glue her down onto white cs. I guess I could have saved myself the cutting if I'd thought about the design a bit more....Her gift is popped up on foam squares.
