I used a scrap piece of yellow cardstock and a patterned cardstock for the top layer. I cut a circle and added the flower embellishments and drew lines to make them look like balloons. I used a piece of ribbon for the bow and a happy birthday stamp on blue cardstock and 3D stickers for the underneath.
