Journaling reads:
During the early years of WWII, fears of an expanding war prompted FDR to set up the Office of Civilian Defense which then organized the US Citizens Defense Corps. Communities were advised to reestablish their own local defense councils which had waned since the end of WWI. The surprise attack on Pearl Harbor and the subsequent declaration of war by the US triggered fear of attacks on the US mainland and units were quickly formed. Volunteers were recruited and trained for essential tasks.
Air raid protection was a top priority for the civil defense organizations. Grandpa Bliss was living in Los Angeles and became an Air Raid Warden. On the ground next to him is his fire extinguisher and in the over the shoulder pouch is a gas mask.
