I used a hand punch for the strips of the banner. I stamped and powder embossed on the blue layer. "FREEDOM" is from some of my card stock. I then added some rhinestones. The "flag spinners" above were printed from the internet and cut out. I added some silver glitter to their centers and applied with some 3D foam under them for dimension.
