    May an original handmade card, scrapbook layout or other paper crafting project be sold if it has scrapbook/patterned paper on it? (In other words, is there an angel policy for paper (and I guess any embellishments for that matter!), or does that just apply to the stamps?)       If I am understanding your question correctly...Yes!
      Most cards, tags, journals, layouts, pages, etc are sold using scrapbook patterned paper.
      There are many who just purchase scrapbook paper, embellishments, etc..and resell it.

      I purchased this golf sheet with others like it for a journal.
