I have seen these used with some sort of plastic cover, can you just punch paper and use it that way?

I use it to punch paper tabs for use in pocket Scrapbooking. I like the McGill tab punch better but that one has been discontinued by McGill. This one you have to punch 2 tabs as it only gives you half of a whole tab, if you want a front and a back and then you have to glue them on either side of what you want to add a tab to. The McGill tab punches the entire tab and you fold it. This punch does have a plastic cover on the bottom to catch the items that you punch, which you slide open to get the items. It works well as far as punching any thickness of scrapbook paper or card stock.
