My 3-yr old granddaughter loved ruffles and lace. I used a glitter paper background, then added torn paper and tags and cord thru eyelets. The phrase "She is my JOY and heart's DELIGHT" by Robert Wever is on deckle cut vellum hanging from the cord. The vellum is repeated on another tag. The title tag has a flower punch to show the design below.
