First, I used an embossing folder on a white card stock panel and then brushed Wink of Stella thickly over all of the raised portions. Then, I framed the card base by applying WoS, in a strip about 1/4" wide around the edges. I also used WoS along the very edge of the front of the card, so when it is open there is just a hint of gilt glinting off of it. I used white Fun Foam under the panel, before attaching it to the card base. For the sentiment, I stamped my favorite Hero Arts winter stamp, "A snowflake is winter's butterfly" in a light gray ink from CTMH. Then, I drew with WoS over each letter, using the stamped image as a template. Last, I cut down the sentiment, misted it with Sheer Shimmer Spritz by Imagine Crafts, and popped it up on thin foam tape.
In the picture, it's a little hard to read the sentiment, because I held the camera at an angle to capture all of the shimmer. The second photo might be a little more clear.
