The paper is from a Frozen themed paper pad, I used texture paste and a stencil for the snowflakes on the center piece. I also used an old Martha Stewart punch, some Stampendous Frantage embossing powder for the snowflakes.
For the "snowball" banner I used small styrofoam balls strung with a needle and thread...I don't remember where I got those.
