They are converters that hold and add a strip of holes to folded paper or traveller's notebook "inserts" (stitched or stapled paper booklets) in order to allow them to be fastened into an ECD six-ring planner.

NOTE that the space between the two groups of three rings varies from binder to binder depending on the manufacturer (and these are made specifically for the larger Elizabeth Craft Designs planner) so these will not work in some 6-ring binders/planners.
