Are these pre-cut or do they need to be fussy cut?

They are laser cut to perfection. Yu carefully remove them from the backer sheet with fingers or you can use a craft knife to "clip" the ever so tiny tabs holding them on to the sheet (this is so they are protected as they are very delicate)
