I am looking for a mat that is non-slip on one side as well as, non-stick on the other side. Is this mat non-slip?

The Ranger Silicone Mat is non-slip/non stick and probably better suited for what you are looking for.

The Ranger Craft sheet is made of PTFE and glass fibers for this reason it should be rolled and not folded.
