I'm sorry to hear you're having trouble... That is very strange. These photopolymer stamps were made in the USA and should work well with dye inks. New stamps do come with a residue on the surface that needs to be washed off using soap and water like you described doing. I frequently will use dish soap with a little scrub brush or apply some versamark to season them, stamping them a number of times on scratch paper before using them on my actual project. It's just important to clean Versamark ink off before you're done or it will leave behind it's own residue that will repel ink the next time you use them.

The stickiness is actually a good thing though--It's that property that makes them work with dye inks (vs. Silicone stamps that aren't sticky resulting in dye inks forming droplets on the surface). I often have the same issue with them sticking to my paper, but once inks are applied they won't stick nearly as much to the paper. With solid images sometimes using the positioning tool will also help with doing a second stamping if there is blotchiness experienced, depending on the particular ink (some dye inks stamp more solid than others).
