Your desk is how mine used to be before I put shelves on the wall. You have plenty of vertical space above it. Can you put shelves or units like the Expedit at the back of the desk, and raise up your cutter and the other things? Then you would have use of the desk as well.

Which drawers - the white ones underneath? Can any of the the things in front of them go inside them? Then you would be able to open them.

The counter seems to collect everything and is never clear. I'm good using the shelving, but clueless on the drawers. They are not utilized.
