Yes, Rachel, they were burning the flags as a symbol of respect.
When flags here in the US get too old, faded and worn to fly (it is one of our laws that flags flown will always be in good condition), we retire them. The way to retire them is to burn them in a fresh fire (one created just for the occasion as nothing else can burn in the same fire), and then the ashes are gathered and buried. It's very ritualistic, ceremonial and beautiful :)
