I don't really know what kind of fabric you could use for pages that would be stiff--maybe you could spray them with starch or something? Not sure that would be acid-free.
If you didn't mind the 'soft' pages, it would be relatively easy to scan in any pictures, clippings, etc, and print them onto that iron-on transfer paper (backwards if including any text), then iron on to your fabric that you're using for the pages. I don't know how you would adhere paper or photos onto fabric if you were wanting to do it that way. Sorry I'm not much help!
I've made cloth scrapbooks before and trust me, it's not fun. I think it too much work!
