I use Stampin' Up's Basic Eyelet toolkit. I think all the eyelet Punches are basically the same. Here's how I unclogged my eyelet punch:
1) Get a skinny nail at least 1" to 1.5" long.
2) Turn your eyelet punch upside down so that the "punch" area is up.
3) Place the pointy end of your nail against the paper Punches clogging your eyelet punch.
4) Hammer down the nail until all the papep Punches fall out.
Voila! You've unclogged your eyelet punch tool. This way you won't even have to clean it out each and everytime you use it. I did the above and I was able to punch holes through at least 10 sets of 2-layered invitations for my son's baptism.
