Hello. There is no specific maximum specified by the manufacturer. The tote includes two internal structured boxes—one that fills the entire area and a secondary 3-inch wide repositionable box. For reference, similar products in the collection, such as the TOO File Master Storage Boxes, are often sold as sets containing 5 Flip Flap Pockets per box, though the tote's 4-inch depth can accommodate more depending on the thickness of your supplies. So perhaps 5 or so would work.
