Punching 3/16th-inch hole through chipboard?

Is the 3/16" hole punching attachment in the Making Memories tool kit strong enough to get through some pretty sturdy cardboard between 1/16" and 1/8" thick? Is there another way I could do this?

Is there a reason that eyelets can be commonly bought in 1/16", 1/8", and 3/16", but the common hole punch sizes are 1/16", 1/8", and 1/4", with the only way I have yet found to make a 3/16" hole being a tool specific to eyelet-setting?

You can get hollow punch set at a hardware store. I have a set I got pretty cheap at Harbor Freight. It includes a 3/16" size.

I have the Making Memories anywhere hole punches and eyelet setter, and have never encountered an eyelet I couldn't set with it. I just checked, and mine says it's a 3/16 hole punch.
