Give a Cheer
I started with Doodlebug paper for the background and cut a circle from a coordinating paper. A combination of ribbon and washi tape was placed horizontally on the circle. A rectangle of coordinating paper was placed above the ribbon/washi tape. The photo was placed on tilt. A firework sticker was added to the photo. A 3D blue circle and coordinating stickers were added to complete the layout, including a title sticker.
