      Yes it is a plain, dry. Felt pad that you can add and mix your own archival ink colours on. It says I can be used with water based dye inks, watercolours and acrylics. I have not used it yet so can't comment on how well it works. It also sounds Ike you only get to use it once.       Archival Ink is fade resistant and waterproof. Permanent on matte and gloss papers and should work on leather I would try a scrap piece first to see if you like the stamping results as leathers vary (pebbled vs. smooth).

      Also please note the attached images is for a DIY Archival Ink Pad which comes dry as you can customize this pad with Archival reinkers to make any blend or rainbow pad yourself.
