When you place a bid on an item, you put in the maximum amount that you're willing to bid for that item. If someone else puts in a bid that's lower than your maximum amount, eBay autimatically puts a bid in for you for 50cents or whatever higher than that person's bid - up to the amount that you put in as your maximum.
When that person was finally outbid, it just meant that someone finally put in a bid for higher than what her maximum was.
It sounds super confusing, but it's an easy concept. It's just hard to explain!
