Yup, it sounds like the government and its red tape. It must have been so frustrating. Plus, after all that, you still haven't gotten the computer. I would have been as mad as a hornet. On a bright note, I really love that background paper. Where did you get it? You are such a great storyteller. I could feel your angst.
