This is the Joseph Coat technique. You ink a background, and, then you clear heat emboss over the background. I used a Fun Stampers Journey lace background stamp. You cover the entire background by swiping a black ink pad over it. Finally, buff the ink off of the clear embossing to let the colors show through.

I die cut the sentiment twice and layered the colors. I added sequins. I made the envelope to match the matting color.
