I created three mat and layers with 1/8th inch between mat layers. I embossed the top mat layer. I cut background for sentiment. I embossed the sentiment layer. I cut 4 slim strips using the scrapbook.com slim strips slimline dies. I used the scrapbook.com happy birthday word die for sentiment. I used the scrapbook.com 1/8inch foam tape to add lift to birthday sentiment. I used the We R Makers multi-punch decorative punch for stars. I used picpro for stars. I used glue and tape to attach mat layers and then attach to card base.
