I use this for my bookbinding cloth rolls. While it holds quite a few rolls it does tend to shift with the top going one way and the bottom going the other. My solution was to push everything to one side and hang a cup next to the top piece

Would the top piece of this hold a roll of paper towels?

No, this would not work for that as it is not long enough and the end pieces wouldn't allow for the paper towel roll to slide on.
