Are these raised? About how many are in a package? Will these work on cards?

They are raised on the front, flat on the back with an iridescent backing. They are about 3/8" wide. The package says SPK120 Patriotic Stars; I assume that means there are 120 stars in the pack, which looks about right. Yes, you can use them on cards, and they will be lovely.
