Per Tim Holtz, Distress Oxides are primarily constructed of pigment ink, a type of ink that is opaque and, due to its natural thickness, dries slowly. It is important to note, however, that Distress Oxides are technically a hybrid - containing mostly pigment ink, but also some dye ink too. They also react to water. Distress Archival Ink pads are waterproof, acid-free dye inks featuring the classic Distress color palette in the same fade resistant formula used in Ranger Archival Ink. Archival Inks are permanent on many surfaces. You can find alot more details and videos on the Ranger Ink website.
