Instead of water couldn't you just apply with matte gel or mod podge?

You would need to transfer the image first with water. Then when it is dry, you could seal it with mod podge or a light varnish. The paper backing on the transfer needs to be removed using water for a concise transfer. HOPE this helps.

These need water to stick on. This product applies in a similar way to the temporary tattoos that children use sometimes.
