Does this powder need to be used with the laquer to get the effect? I have the powder alone and it barely has any puff effect to it?

It is the combination of the two products that creates the effect. Heat embossing the powder alone will create a puffy raised image, but when used along with with Lacquer Pen you can create puffy white peaks for snow, foam and froth effects.
