90Pt Chipboard can be cut on "paper trimmer" - the type where the blade slides up and down the guides into a groove....
Cut the chipboard on one side, using several passes - and then flip it over and cut on the other, also using several passes.
If you've lined everything up well, the combinations of cutting from both sides should meet in the middle and with maybe a quick snap - you'll have cut through the chipboard to the specific size you want.
I do this routinely when cutting custom sized covers for my books - takes a bit of patience to line up well, several firm passes on each side, and a few extra cutting blades. Once you've used a blade on chipboard it's really no good for cutting clean edges on cardstock again. Although it will cut chipboard again!
And this is good for large cuts - not detail work.
