This cutting plate is a replacement for use with the Prizm Die Cutting Machine by Spellbinders (sold separately). To create the cutting sandwich for dies, stack from the bottom up a base plate, a die (face up), cardstock and this cutting plate. That package includes one cutting plate that measures 2 11/16" x 6 5/16".
Is a base plate the same as a cutting plate? I ordered a prizm from ebay and they didnt send any plates or mats

No, they are not the same. You need both to cut with the dies.
